The Department of Health and Human Services  invited  comment from individuals and businesses on the draft Public Health (Tobacco Seller's Licence) Regulations 2009 from Saturday 29 October 2016 to 20 November 2016. A Regulatory Impact Assessment and the Draft Regulations were made available.

The first part of the two staged fee increase came into effect on 1 January 2017  raising the fee from 239 fee units to 478 fee units.  On 1 January 2018 the fee will increase to  717 fee units.

The fee increase will allow greater monitoring of retailers to prevent tobacco sales to children.
